  2. If kanban constrains all local WIP pools, it also constrains the total WIP.

  3. If it constrains total WIP, by Little's Formula, Principle Q12, it also constrains cycle time.

Conclusion

Thus, the kanban system uses WIP constraints to control the cycle time directly.
